What the Pennsylvania booster seat law says
The stages below are separate rules in the statute, not one rule in steps.

Under 4581(c) the court must dismiss the charge if the person shows evidence of acquiring a restraint or booster seat, including a receipt, a rental, a notarized transfer or a loan from a bona fide loaner program. Not a moving violation, and under 4581(h) an insurer may not raise a premium because of it. |
Where this and size guidance disagree, follow the stricter one. A belt that crosses the neck rather than the middle of the chest is worse protection than a booster even where the statute allows it.

- Act 43 of 13 June 2016, effective in 60 days, is the amendment that rewrote the restraint stages at (a)(1) and (1.1). Act 61 of 15 July 2024 amended only (a)(2)(ii), the adult belt paragraph, and is already in force.
